The story of the Fort series began in the mid-1990s when newly independent Ukraine sought to replace its aging Soviet-era Makarov PM pistols. Established in 1994, the state-owned RPC Fort acquired advanced machinery from Czech manufacturer Česká Zbrojovka Uherský Brod to launch domestic production
Designed by Petro Zayets, the Fort 12 entered development in 1995 and was officially adopted in December 1998. Chambered in 9×18mm Makarov with a 12+1 capacity, it offered improved ergonomics, accuracy, and magazine capacity over the Makarov while maintaining compact dimensions. Early models faced reliability challenges, but RPC Fort refined the design into a dependable sidearm for Ukrainian police and security forces
Building on this foundation, the Fort 14 was developed around 2003 as a more powerful evolution. Initially conceived for 9×19mm Parabellum with a locked breech, it was ultimately chambered in 9×18mm with a blowback system and longer 135mm barrel for superior accuracy and a 14-round magazine. The extended sight radius and optional tactical variants (threaded barrel, accessory rail) made it ideal for law enforcement and specialized units
Together, the Fort 12 and Fort 14 represent Ukraine’s proud post-independence achievement in firearms manufacturing — reliable, battle-proven tools forged for duty and defense
